In Nethergarde. Honestly, it's not a trick quest or anything. Nethergarde is in the Blasted Lands. You had to fly there to get to the Outlands. If you are just heading to the Outlands now, pick some up on your way.
If in doubt, heed the acronym of all wisdom: RTFQ. "Read the freakin' quest." It works. We swear.
