Wait! The Division has a queuing problem...
UPDATE: The Division's queuing glitch has now ben patched out.
ORIGINAL STORY: If you've been standing around a bit in The Division then you're not the only one. It appears that some sort of glitch, or terrible design choice, means that, on a server full of people, there's a 'one at a time rule' for certain NPCs.

I'm not even going to hazard a guess as to what's going on here, or whether it's anything to do with The Division's client side data handling that was unearthed in the beta. So far, suggested fixes seem to be: restarting the game repeatedly (this worked for me), creating a second character, or just plain persistence.
There's no official word from Ubi yet although it seems to have its hands full dealing with people who can't claim season pass rewards:

What seems odd is while this is a clipping nightmare created by everyone on a server trying to interact with a single NPC, another issue actually prevents players passing through each other leading to some players blocking doors and basically being dicks:
