Chumbucket's Territory

Undertow

You'll visit this Oil Pump Camp as part of the story. The relic is atop a dumpster near the War Crier.

Scavenging Location

There's a weak gate southwest of Chum's Hideout. Rip it off with the Harpoon, then climb into the bunker below. You'll find the relic beyond a wedged door inside - use the Jimmy Bar to get through.
