The title evokes Frank Capra, but Emir Kusturica's first fictional film in six years turns out to be one of the Balkan filmmaker's typically frenetic and cacophonous affairs, dubiously replaying the '90s war in the former Yugoslavia as a lusty farce revolving around the love life of a Serbian railway engineer (Slavko Stimac) who falls for a pretty blonde Muslim nurse (Natasa Solak).

With his brass band orchestral accompaniment, Kusturica chucks all sorts of ingredients into his carnivalesque stew. In other words, it's life as Fellini saw it: overlong, chaotic and rather exhausting.
