After clearing the entrance to the space elevator the Governor will let you through. Once you enter, make a left and look for a small lift. Take the lift up to find a radio.
Intel 3/6: The History Of Meridian 5/6
In the same gigantic room as the second intel, head to the opposite end of the room. Look for a group of large crates and a walkway against a wall. The data log is on the walkway.
