How to get the Silent Hill 2 Remake Rifle
The hunting rifle in Silent Hill 2 needs a key, but it'll take a while to reach
The Silent Hill 2 rifle can be found in the Prison Armory when you first get there, but you'll need to explore and find the Armory key to actually use it. This means progressing through the Prison until you open the headless serpent door further in.
Once you do that you'll have the key and be able to head back to the armory to get the hunting rifle, arguably the best of all of the Silent Hill 2 Remake weapons, able to kill most enemies with a single shot from a long distance.

You'll find the rifle in Silent Hill 2 Remake almost as soon as you reach the prison, specifically in the Toluca Prison 1f armory here:
The Silent Hill 2 rifle is locked securely in a case in the armory when you first arrive at the prison. There's note next to it that says 'they still haven't found him' and that the cabinet key must have been taken by a prisoner.
There's no quick way to get the key though, you just have to play through the prison area until you reach it which involves a lengthy Silent Hill 2 Remake Prison weights and scales puzzle. The quick version of that involves getting the Heaviest Weight from the church, using that on the scales in the yard to open the Snake Door, and then working through that area until you reach and clear the SH2 Remake Electric Chair puzzle. That will open a lot of cell doors and lead to a combat heavy section in Silent Hill 2 Remake as you fight to get past everything that got out.
However, once all that's done you'll be able to find the Silent Hill 2 Remake Rifle key here:
The one good thing here is when all that is finally done you'll find a door that takes you almost immediately back at the armory, ready to claim the rifle for yourself. So, much like the Silent Hill 2 Remake shotgun, this is a weapon you can only get when you're allowed to.
