You'll need to register for Steam to participate, but aside from that, the beta is open to everyone (not the tournament).

Valve announced today that the beta stress testing should begin in "a few weeks following Gamescom.%26rdquo; So even if you don't happen to be in one of the sixteen teams of elite international Dota players competing in Valve's tournament, you might still be playing Dota 2 as soon as early next month. The final release is targeted for the end of the year, but Valve isn't afraid to admit that it may slip into early 2012.
