To free Brick, you need to make a specific series of choices and take a particular path. Firstly, if you want to free Brick, you cannot pay Royce for the robot. You can take the CredChip from Meredith, which is an option that comes up before you enter the building, just don't pay for the robot. Refuse, then when given the option to shoot Royce, do it. This will begin a shootout; kill everyone, pick up the robot, and follow Jackie.
